Looking back from our vantage point in the year 2020, we can see that by 2011, the higher education community knew some things that it hadn’t known in the year 2000. That decade’s findings (2001–2010), some well-known, some not, were summarized at a Modern Language Association meeting as follows. Decade 1: 2001–2010
1. State funding for public universities—serving 80 percent of the country’s college students— didn’t go up and down with the business cycle but (corrected for inflation and enrollment growth) was either flat or falling for thirty years.
